Charlotte Dorothy Waters' Obituary
Charlotte Waters (née Mandos), 85, a beloved wife, mother, and devoted “Mom Mom,” returned to her Savior’s arms in the Kingdom of Heaven on April 20, 2026. Born in Philadelphia, PA, on November 5, 1940, she enjoyed a wonderful childhood surrounded by family and friends in Aldan, PA, a small suburb of Philadelphia.
Charlotte graduated from Peirce College in Philadelphia with a degree in Business Administration. Following graduation, she worked in Human Resources at SmithKline and French in Philadelphia. She later stepped away from her career to raise her two daughters, Joan and Kerry, before returning to the workforce in medical office management—first in ENT and later in cardiology at Bryn Mawr Hospital.
Charlotte had a deep love of social connection. Her many interests included cooking, entertaining, tennis, golf, bridge and mahjong, book club, gardening, painting, and antiquing. She believed in beauty and found it empowering, expressing it in everything she did—from the way she styled her home to the clothes she wore, the flowers she planted each spring, and the watercolor paintings she created later in life. She was, in every sense, an artist.
She spent years enthusiastically cheering on her daughters in tennis and lacrosse, following their high school and college careers and always showing up courtside with pride.
An accomplished hostess, Charlotte took great joy in entertaining extended family during the holidays. Her home was always warm and inviting, with a beautifully set table, relaxing music, and her signature sense of style.
Charlotte’s Christian faith was a guiding light throughout her life. She loved hymns and was a devoted member of the First Presbyterian Church of West Chester, PA, where she spent many years volunteering as a Stephen Minister, offering care and compassion to those in need.
She retired around 1995 to enjoy her golden years with her best friend and husband of 42 years, Dale Allen Waters. After selling their home in West Chester, PA, they moved to Bethany Beach, DE, where they spent their days traveling, golfing with friends, and relaxing by the ocean. They also enjoyed several “snowbird” winters in Naples, FL.
Charlotte was a true people person—family and friendship filled her soul. She lived for her five grandchildren. Though distance often separated them, she never hesitated to travel for a special visit or important event. Summers were her favorite: the beach house doors wide open, grandchildren running in with sandy feet, hermit crabs, and sticky ice cream fingers. Her calendar was always full, and she truly embodied the spirit of a “social butterfly.”
Charlotte was beautiful, both inside and out. Her humble kindness and infectious laughter touched more lives than she will ever know. She had a radiant smile, striking blue eyes, and an extraordinarily generous heart.
Charlotte is survived by her loving daughters, Joan O’Sullivan Fish (Michael Fish) and Kerry O’Sullivan Wiley (William Wiley); her cherished grandchildren, Caroline Fish, Patrick Fish, Matthew Fish, Ruby Wiley, and George Wiley; her dear friend and the father of her children, John O’Sullivan; and many well-loved nieces and nephews.
She was preceded in death by her adoring husband, Dale Allen Waters; her parents, George and Elizabeth Mandos; her brother, George Mandos; and her sister, Elizabeth “Betty” Mandos.
