We are so saddened to lose Joe. He was always full of happiness and compliments.
He was so spiritual. He was a role model for all of us. We will miss our friend.

I had the good fortune of knowing Joe and calling him my friend from my very first day at the Department of Veterans Affairs until we threw him the most well attended retirement party in office history to date. Joe was the gentlest of souls with a happy-go-lucky attitude and wit that was more than charming, it was heartwarming. I will never forget all the wonderful stories he told about his family as you could tell how proud he was of them just by seeing the smile on his face as he talked about vacations and dinners and the holidays. Joe never had a bad word to say about anyone or anything and even when he was dealt a less than ideal hand, he was always more concerned with how others were doing then himself. To say that he was “salt of the earth” does not even come close to the high regard in which I held Joe. Joe was the type of person you could only hope everyone had a chance to meet in their lifetime because just knowing him and learning from him and being around his positive attitude made you a better person. I will miss you my “row-mate,” my friend. My deepest condolences to Joe’s beautiful family.
Sincerely- Kellie Houser
I write to Sandy and the family and to my cousins, Joe D's sibs. Know that those of us who are at a distance are thinking of you and sending you strength for today and tomorrow -- to get through the services -- and, most especially, to move through the coming year without that sweet smile and sometimes understated but obvious sense of humor in your midst. I am sure he will be present in your midst in a different way but it is not the same. Band together, as you do, and carry his spirit with you. Lots of loving thought coming your way. Your cousin, Anne (a/k/a Anne Marie!)
I worked with Joe at Penn Mutual. He was a wonderful person; he treated everyone with respect and kindness. He made the company better for everyone. He lightened the workdays with his great sense of humor. I was fortunate to have known him. My condolences to his family.
